I hate to say it but it looks more like a Belted Kingfisher.

We have a couple of these that will cling to the frame of our kitchen window and tap on the glass when there's no suet left on the feeder!!!

Persistent little guys!! And, boy will they let us get close! I've passed within 3 feet of one while he was eating and I was on my riding mower!!
